Williamsburg, 27 Feb. 1778.

Mr Tazewell having resigned his agency for the united states in this commonwealth mr John Carter wishes to succeed him in the office. I have been acquainted with mr Carter above thirty years, and much the greater part of that time we have been neighbours to one another. I believe that none exceed him in fidelity diligence and punctuality; and that his attachment to the grand american cause is unquestionable: so that I am persuaded he will give full satisfaction, if congress shall be pleased to honour him with the appointment.
