Sir,

I have the honor to enclose you for the information of the — a copy of the resolution this day agreed to at a meeting of the Electors of a President and Vice President of the United States. This resolution will detail to you the absence of two of the Electors,viz. Larkin Smith of King & Queen,and Richard Evens Lee of Norfolk borough.

At a meeting of the Electors for choosing a president and Vice President of the United States, held at the Capitol in the city of Richmond,at three o'clock on Tuesday the 4th day of December 1804,Present the following
Electors,viz; —
Geo, Wythe and twenty one others.
On motion,
George Wythe Esquire was unanimously appointed chairman.
On motion,
Resolved that the Chairman be directed to inform the legislature now in session, by letter addressed to the Speaker of each House, that, on this day

at 3 o'clock, the following Electors, viz; Larkin Smith of King & Queen and Richard Evens Lee of Norfolk did not appear, and are not at present in the city of Richmond.

A provisional appointment of Electors to supply the places of the absentees was made by the Legislature on the 4th of December, but the absent Electors, appearing, at the Capitol, on the 5th at 10 o'clock, proceeded to ballot with the others chosen by the people.

At a meeting of the Electors,for the State of Virginia, of a President and Vice President of the United States, to serve the term of four years from the third day of March next, at the Capitol in the city of Richmond, on Tuesday the 6th day of December 1808.

The honorable Spencer Roane was unanimously appointed Chairman.

On motion,

Ordered that Theodosius Hansford be appointed Clerk to this body.

Ordered that William Hix be appointed doorkeeper to this body.

The names of the Electors, being called over by the Clerk, according

to a certified list furnished by the Executive of this State, John T.Brooke of Stafford, one of the members of the body, failing to appear at the capitol at three o'clock in the afternoon of this day.
Ordered that the same be certified to the Senate and House of Delegates of this State immediately, that they may proceed to supply the vacancy in this body occasioned by such failure according to law.
The College then adjourned till tomorrow morning ten o'clock.

At a meeting of the Electors, for the State of Virginia, of a president and vice president of the United States,to serve the term of four years from the third day of March next, at the Capitol in the city of Richmond, on Wednesday the 7th day of December 1808.

The names of the members, being again called over by the clerk,the whole number elected by the people this day appeared; and having prepared tickets for the choice of a president and vice president of the United States to serve the term of four years from the third day of March next, and deposited the

same in the ballot box, Mess^rs. Robert Taylor of Orange, Hugh Nelson of Albemarle and Archibald Stuart of Augusta were appointed a Committee to examine the ballots and report to the College the number of votes given, and for whom given, who, having accordingly examined the same at the Clerk's table, Mr. Taylor reported that the votes of the members of the College were given as follows; —

For James Madison, of Orange county State of Virginia, now Secretary of State, to be president of the United States — 24.

For George Clinton, of the State of New York, now Vice president of the United States, to be Vice president of the United States — 24.

The certificates required by law, being then prepared, signed and sealed up, the members proceeded to ballot for a special messenger to take charge of and deliver, to the president of the Senate of the United States at the city of Washington, one of the said certificates and, having prepared tickets for that ;purpose, and deposited the same in the ballot box, Measr: Robert Taylor, Hugh Nelson and Archibald Stuart were appointed a Committee to examine the ballot, and report to the College on whom a majority of votes had fallen: who, having accordingly examined the same at the Clerk's table, Mr. Taylor reported that the Committee, on such examination, had found a majority of votes in favor of Colo. Alexander Smyth.

An appointment in writing, being thereupon prepared, was signed by all the members, and ordered to be delivered to the said Alexander Smyth, together with the certificate.

On motion,

Ordered that Theodosius Hansford, Clerk to the College, be allowed the sum of thirty dollars, for his services during the session of the College; and that the same be certified to the Executive of this State for payment.
Ordered that William Hix, doorkeeper to the College, be allowed the sum of ten dollars, for his services during the same session, and that the

same be also certified to the Executive for payment.

The College then adjourned sine die.
